The Seven Heads are Seven Mountains Revelation 17:9

After showing John the apostle the “great whore” who was sitting upon a “scarlet colored beast” and was “arrayed in purple and scarlet color, and decked with gold and precious stones and pearls”, the angel asked him, “Why did you marvel? I will tell you the mystery of the woman, and of the beast that carries her, which has the seven heads and ten horns. The beast that you saw was, and is not; and shall ascend out of the bottomless pit, and go into perdition: and they that dwell on the earth shall wonder, whose names were not written in the book of life from the foundation of the world, when they behold the beast that was, and is not, and yet is.” In chapter seventeen and verse nine of Revelation the angel tells John about, “the seven heads are seven mountains, on which the woman sits” where we read:

And here is the mind which has wisdom. The seven heads are seven mountains,
on which the woman sits.

The verse reads, And here is the mind which has wisdom. John began with the words, “and here” or “and in this spot and place” “is the mind” which means “is the intellectual faculty, understanding, reason and capacity for spiritual truth, perceiving divine things, recognizing goodness and hating evil” “which has wisdom” which means “that holds, owns, possesses and obtains broad, full intelligence and knowledge in diverse matters”. The “angel” referred John to the “understanding and intellectual faculty” concerning this “woman” that possesses “broad and full intelligence”.

The verse continues, “The seven heads are seven mountains, on which the woman sits. John continued with the words “the seven heads” which means “the seven chief and prominent positions” “are seven mountains” which refers to “seven places that lift above the plain of the earth”, “on which” or “upon the same seven mountains” “the woman” which means “the female shown to John by the angel“sits” or “is seated, fixed, occupied and dwells”. John was told specifically that the “seven heads” upon the woman represents “seven mountains” where this “woman” dwells.

When we consider John's words in this verse, we see how the “angel” desired for John to know what the “seven heads” represented which were upon the “woman”. We have no need to wonder what the “seven heads” means because the scriptures have given us what they are - “seven mountains” where the “woman” lives. The great CITY of Rome (located in Italy) has been long known as the, "City of the Seven Hills" or the "City of Seven hills”, and this is what John is being shown. God desires to have all people to enjoy a relationship with Him through His Son Jesus, and regardless of what city and place they are from, His desire is to “save” them from the penalty for sin and give them everlasting life. Though this “city upon seven mountains” is and shall be, it in no way keeps anyone from relating to God through Jesus.

Next time John declares, “there are seven kings: five and fallen, and one is, and the other is not yet come, so read ahead, and we shall join together then.
