In the book of Daniel, Daniel shared how he spoke to King Nebuchadnezzar about his dream and said, “You, O king, are a king of kings: for the God of heaven has given you a kingdom, power, and strength, and glory”, and in Daniel chapter two and verse thirty-eight Daniel shared how he told King Nebuchadnezzar how God has made, “you ruler over them all” where we read,
And wheresoever the children of men dwell, the beasts of the field and the fowls of the heaven has he given into your hand, and has made you ruler over them all. You are this head of gold.
The verse reads, “And wheresoever the children of men dwell, the beasts of the field and the fowls of the heaven has he given into your hand, ...” Daniel began with the words, “and wheresoever the children of men dwell” or “and in whatever place the offspring and progeny belonging to human beings both male and female reside and live”, “the beasts of the field” which means “the animal belonging to the plains” “and the fowls of the heaven” or “and the winged birds” “has he given into your hand” which means “has he, the Supreme Deity Jehovah, provided, delivered and yielded to your power, might and authority”. Daniel said in whatever place the offspring of people live along with the animals within the plains and the birds in the skies God bestowed and placed under the authority of King Nebuchadnezzar.
The verse goes on to say, “... and has made you ruler over them all. You are this head of gold.” Daniel continued with the words, “and has made you ruler” which means “and has caused you, King Nebuchadnezzar, to have power, dominion and mastery” “over them all” or “above each and every one of the men, animals and birds”. “You are this head” which means “you, King Nebuchadnezzar, exist as the head of the image which was made” “of gold” or “of gold metal”. Daniel said Jehovah God caused King Nebuchadnezzar to be the master over every man, animal and fowl, and the head made with gold represented him.
When we think through Daniel's words in this verse, we learn how King Nebuchadnezzar was granted by God the rule over every man, animal and bird of the air, and the head of the image made of gold referred to Him. The Babylonian Kingdom was a world ruling empire, and King Nebuchadnezzar was the absolute law within it. God raises up leaders and He pulls them down, and King Nebuchadnezzar was made the ruler over everyone. The revelation of Nebuchadnezzar's dream eventually shows how God wants a personal relationship with every person through His Son Jesus who came into the world to die on the cross for the sins of all mankind. When He raised Him from the dead after three days, He made the way for us to be forgiven of our sins, granted everlasting life and established in places of authority by His Holy Spirit according to His perfect purposes and plans.
