In the book of Daniel, Daniel shared how King Nebuchadnezzar had a dream about a tree, and after declaring it he said, “I saw in the visions of my head upon my bed, and, behold, a watcher and an holy one came down from heaven. He cried aloud, and said thus, Hew down the tree, and cut off his branches, shake off his leaves, and scatter his fruit: let the beasts get away from under it, and the fowls from his branches. Nevertheless leave the stump of his roots in the earth, even with a band of iron and brass, in the tender grass of the field; and let it be wet with the dew of heaven, and let his portion be with the beasts in the grass of the earth. Let his heart be changed from man's, and let a beast's heart be given unto him; and let seven times pass over him., and in chapter four and verse seventeen of his book Daniel shared how Nebuchadnezzar said the watcher declared, “this matter is by the decree of the watchers” where we read,
This matter is by the decree of the watchers, and the demand by the word of the holy ones:
To the intent that the living may know that the host High rules in the kingdom of men,
And gives it to whomsoever he will, and sets up over it the basest of men.
The verse reads, “This matter is by the decree of the watchers, and the demand by the word of the holy ones:” Daniel began with the words, “this matter” or “the work, command and word” “is by the decree” which means “exists by the edict and mandate” “of the watchers” or “belonging to the wakeful ones or angels”, “and the demand” which means “and the decision, affair and request” “by the word of the holy ones” or “through the belonging to the sacred and pure ones”. Daniel shared how King Nebuchadnezzar spoke about the edict of the angels and the decision belonging to the sacred and pure ones.
The verse goes on to say, “to the intent that the living may know that the host High rules in the kingdom of men,…” Daniel continued with the words, “to the intent” which means “for the cause and reason” “that the living” or “so the people who are alive” “may know” which means “might be informed, taught and certified” “that the Most High rules” or “that the highest and Supreme deity has mastery and authority” “in the kingdom of men” which means “within the realm and reign belonging to people both male and female”. Daniel shared how King Nebuchadnezzar said the “watchers” declared that the word decreed by them was so people who are alive would understand that the Supreme Deity, Jehovah God, has authority within the reign of mankind.
Finally the verse says, “And gives it to whomsoever he will, and sets up over it the basest of men.” Daniel concluded this verse with the words, “and gives it” or “and grants, bestows and assigns it, authority and mastery” “to whomsoever he will” which means “to whatever person he, the Supreme Deity, is inclined, pleased and wishes”, “and sets up over it” or “and places and establishes above it, the realm of mankind” “the basest of men” which means “the lowliest pertaining to people both male and female”. Daniel ended this verse by sharing how the Supreme Deity Jehovah God grants and bestows authority upon whatever person He desires, and He establishes those who rule and reign over people from the lowliest of them.
When we think through the words in this verse, we learn through Daniel how King Nebuchadnezzar continued to share the words of the “watchers”. They declared that the order and authority over people is established by the Supreme Deity, and this is so everyone would be aware that He rules over the realm of people. God assigns authority over others to whomever He desires, He chooses from the lowliest of people, and He is in complete control of everything. God loves people, and He proved His love when He sent His Son Jesus into the world to die on the cross for the sins of all mankind. When we yield our lives to Him, He will forgive our sins, grant us everlasting life and put His Holy Spirit in us so we realize He sets up and pulls down leaders and authorities according to His perfect plan and will.
